Armed Forces Servicemember The Exemption from Maryland Withholding Tax form for the state of Maryland allows a qualified civilian spouse of a U.S. Armed Forces servicemember to be exempt from having state tax withheld from their wages. To qualify, the servicemember must be a resident of Maryland and must be on active duty outside of the state. The civilian spouse must also be a resident of Maryland and must be living with the servicemember outside of the state. If approved, this exemption will remain in effect until the servicemember is no longer on active duty or the couple moves back to Maryland. To apply, the civilian spouse must complete and submit the Exemption from Maryland Withholding Tax form to their employer.
